Fellowship Background and Overview</h2>
<div style="text-indent: 30px;">
On 22 April 2004, the United Nations and <a href="http://www.nippon-foundation.or.jp/eng/" target="_blank">The Nippon Foundation of Japan</a> concluded a trust fund project agreement to provide capacity-building and human resource development to developing States Parties and non-Parties to UNCLOS through a new Fellowship Programme. The Programme is executed by the Division for Ocean Affairs and the Law of the Sea (DOALOS) of the Office of Legal Affairs.</div>
<div style="text-indent: 30px;">
The objective of the fellowship is to provide opportunities for advanced education and research in the field of ocean affairs and the law of the sea, and related disciplines including marine science in support of management frameworks, to Government officials and other mid-level professionals from developing States, so that they may obtain the necessary knowledge to assist their countries to formulate comprehensive ocean policy and to implement the legal regime set out in UNCLOS and related instruments.</div>
<div style="text-indent: 30px;">
Upon completion of the fellowship, fellows should have an advanced awareness and understanding of key issues and best international practices in ocean affairs and are expected to return to their home-countries to contribute their experience to assist with the effective implementation of UNCLOS and related instruments and programmes. Fellows should be able to design, implement and/or evaluate specific improvement projects in their home countries related to ocean affairs, develop a core leadership capacity and have an in-depth understanding of legal frameworks, methodologies and tools to further improve implementation of instruments and programmes and to provide for their effective enforcement in conformity with international law.</div>

Programme Structure</h2>

The 9-month Fellowship Programme is composed of two consecutive phases which provide Fellows with advanced and customized research and training opportunities in their chose fields:</div>
<ul>
<li>Phase One: 3-month Research and Training - normally undertaken at DOALOS at the United Nations Headquarters in New York.</li>
<li>Phase Two: 6-month Advanced Academic Research and Study - undertaken at one of the prestigious participating Host Institutions and under the guidance of subject matter expert(s) who have recognized in-depth expertise in the Fellows' chosen field of study.</li>

The U.S. Embassy encourages applications from all sectors: committed and organized civil-society organizations, local representatives of civil society, think tanks, non-governmental organizations, academic institutions, and individuals.  We seek proposals for geographically and demographically diverse audiences within Poland, as well as proposals that involve cross-border cooperation between Poland and Eastern Partnership countries.  U.S. NGOs and individuals may apply, but preference is given to Polish NGOs or to partnerships that develop capacity with Polish NGOs or employees and include plans to transfer programs to sustainable local management in Poland.  The Embassy encourages applicants to provide cost-sharing from additional sources in support of projects, and also encourages projects that use highly skilled volunteers as an element of cost-sharing.  Applications should explain clearly other likely sources of funding and how the volunteers will be used.</div>

Such proposals may include the name of a speaker with a brief justification and the topic(s) the speaker will present or a description of the type of speaker required.  The travel costs may include economy class airfare, stipend for meals, honorarium of maximum of $250 per day and local transportation.  The application should offer a proposed daily schedule for the expert (minimum of two program days excluding travel time). <strong>The Andela Fellowship Application Process</strong><br />
All applicants need to go through the Home Study curriculum to understand the very basics of software development. Applicants that read through our Home Study curriculum thoroughly have a better chance of getting into the Andela Fellowship than those who do not. So take your time to go through our Home Study Curriculum even if you have not made up your mind about applying.<br />
<strong>Stage 1: Application and Aptitude Assessment</strong><br />
First you’ll complete a free application so we can learn more about you. Once we receive your application, we’ll email you an online test that measures logical reasoning and personality fit. (You’ll receive an email with next steps within 2 days of applying).<br />
<strong>Stage 2: Home Study</strong><br />
Then you’ll need to complete an introduction to software development self-study course focused on Python. During the course, you’ll complete a Proctor test that will evaluate your knowledge of the content you’ve learned. You will also be invited to a Slack community called ‘Open Andela’ to help guide and encourage you throughout the process.<br />
<strong>Stage 3: In-Person Interviews</strong><br />
If selected you’ll be invited to a panel of interviews made up of staff members and fellows at an Andela campus. (You’ll receive an email 1 week prior to the interview stage).<br />
<strong>Stage 4: Two Week Bootcamp</strong><br />
Successful applicants participate in a two-week, full-time bootcamp at an Andela campus led by senior developers. You’ll be expected to learn independently as well as work on a team to deliver a final project. We’re looking for work ethic, passion and teamwork.<br />
<strong>Acceptance</strong><br />
The highest performing participants are accepted into Andela’s four-year Technical Leadership Program.<br />
